Continues regulation of speech-language pathologists by the Division of Professions and Occupations, extending the sunset date from September 1, 2017 to September 1, 2022

Allows individuals with a special services license issued by the Department of Education to practice speech-language pathology without director certification

Modifies examination requirements to reference "appropriate examination and clinical fellowships adopted by the director" instead of requiring only the American Speech-Language-Hearing Association examination

Exempts speech-language pathologists holding special services licenses from Department of Education requirements from director certification under Article 43.7

Takes effect August 9, 2017, subject to potential referendum petition and voter approval in November 2018
