SB17-109 Summary

• The Commissioner shall create a study group to examine the feasibility of including hemp products in animal feed.

• The study group must include representation from a hemp producer, hemp processor, legal expert, higher education hemp policy researcher, veterinarian, livestock producer, and any other persons the Commissioner deems necessary.

• The group shall begin meetings as soon as practical after the bill's effective date and must reach conclusions and make legislative recommendations by December 31, 2017.

• The study group provision automatically repeals on July 1, 2018.

• The act takes effect on August 9, 2017, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
