Expands license-exempt family child care home eligibility to allow care for up to four unrelated children, with no more than two children under age two from multiple families.

Allows exempt status when children are related to the caregiver, or when children are related to each other from a single unrelated family, or a combination thereof.

Repeals the new exemption provision effective September 1, 2020, making it temporary legislation subject to review.

Updates definitions in Colorado statute to reference the new exemption category and clarifies complaint tracking procedures for legally exempt family child care homes.

Takes effect August 9, 2017, subject to voter approval in the November 2018 general election if a referendum petition is filed.
