CO SB114

Creates a new performance indicator measuring improvement in student achievement levels and closing achievement/growth gaps over the preceding 4 school years for public schools, school districts, the state charter school institute, and the state as a whole.

Directs the state board of education and department to place greatest emphasis on the academic growth performance indicator when determining accreditation categories for school districts and the institute.

Repeals authority to remove accreditation based solely on performance under priority improvement or turnaround plans; instead requires the commissioner to assign a state review panel to evaluate performance and recommend corrective actions when districts fail to make substantial progress for 5 consecutive years.

Establishes new section 22-11-208.5 specifying corrective actions the state board may require, including management takeovers, charter school conversion, innovation school status, or school closure.

Limits accreditation removal to cases involving substantial failure to comply with budget, financial policies, or accounting requirements, with loss of accreditation required to protect student and parent interests.
