Expands Colorado's sexual exploitation of a child statute to define "law enforcement personnel" to include peace officers, prosecutors, criminal investigators, crime analysts, and other law enforcement or district attorney office employees performing investigative duties involving sexually exploitative materials.

Adds a new definition of "defense counsel personnel" to include defense attorneys and their employees assisting in the defense of cases involving sexually exploitative material.

Exempts law enforcement personnel and defense counsel personnel from the prohibition on possessing sexually exploitative material when performing official duties, alongside existing exceptions for court personnel and licensed medical professionals in treatment programs.

Applies to offenses committed on or after the bill's effective date.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
