Allows persons at least 21 years old who legally possess a handgun under state and federal law to carry a concealed handgun in Colorado without a permit.

Persons carrying concealed handguns under this authority have the same rights and are subject to the same limitations as those holding concealed carry permits, including the prohibition on carrying concealed handguns on public school grounds.

Amends Colorado Revised Statutes sections 18-12-105 and 18-12-105.5 to add exceptions for permitless concealed carry of handguns.

Reduces appropriations to the Department of Public Safety's Colorado Bureau of Investigation by a total of $229,468 and reduces staffing by 2.0 FTE for criminal background check and national instant criminal background check program operations.

Takes effect upon passage and applies to offenses committed on or after the effective date.
