Establishes industrial hemp as a recognized agricultural product under Colorado law pursuant to article 61 of title 35, Colorado Revised Statutes.

Allows persons with absolute or conditional water rights decreed for agricultural use to use that water for cultivating industrial hemp and any other product authorized by Title 35.

Adds new statute 37-92-311 defining industrial hemp and clarifying that agricultural water rights may be used for industrial hemp cultivation.

References federal law including the 2014 U.S. Farm Bill (section 7606) and the 2016 Omnibus Appropriations Act (section 763) that authorize and protect industrial hemp use.

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
