Repeals the Colorado Fallen Heroes Memorial Commission, established in 2007 to honor Coloradans killed in World War I, World War II, the Korean War, the Vietnam War, the Persian Gulf War, and the Wars in Afghanistan and Iraq.

Transfers all remaining duties of the defunct commission to the State Capitol Building Advisory Committee, with assistance from the Department of Personnel and the Fallen Heroes Memorial Fund, Inc., a 501(c)(3) organization.

Maintains the Fallen Heroes Memorials Construction Fund in the state treasury, which consists of general fund appropriations and private or public donations for memorial design and construction.

The State Capitol Building Advisory Committee's responsibilities for this memorial work terminate effective July 1 of the year following certification from the Department of Personnel that appropriate memorials have been constructed.

Act takes effect August 9, 2017, unless a referendum petition is filed, in which case it requires approval by voters at the November 2018 general election.
