Establishes the Colorado Domestic Violence Fatality Review Board in the Department of Law, chaired by the Attorney General, with 17-20 appointed members including medical professionals, domestic violence advocates, law enforcement, prosecutors, judges, and survivors.

Creates local and regional domestic violence fatality review teams under cities, counties, or district courts to review fatal and near-fatal domestic violence incidents, collect data, and submit findings to the state review board.

Requires the state review board to examine data from local teams, identify prevention measures, establish uniform data collection methods, and submit annual policy recommendations to the legislature by December 1 of each year.

Provides confidentiality protections for all review board and team meetings, records, and information; prohibits disclosure in legal proceedings unless information comes from separate sources; establishes civil immunity for board and team members acting in good faith.

Appropriates $19,750 for fiscal year 2017-18 ($17,250 from general fund, $2,500 from new domestic violence fatality review board cash fund) and repeals the statute effective September 1, 2022.
