Requires all higher education institutions receiving college opportunity fund money to adopt policies on sexual assault, domestic violence, dating violence, stalking, and hate crimes by August 1, 2018.

Policies must include definitions of prohibited behavior, reporting and response protocols, and the rights of both victims and accused persons.

Requires institutions to place notation on transcripts of students found responsible for violations through conduct processes, with a process for requesting removal and appealing denials.

Institutions must publish policies in student and personnel handbooks and maintain a dedicated webpage on the institution's website.

Institutions must review and update policies every two years beginning August 1, 2020, with approval from the governing board.
