• Allows licensing authorities to suspend or revoke alcohol beverage licenses "in whole or in part" rather than full license revocation for violations.

• For fines in lieu of suspension, requires licensing authorities to calculate penalties based only on revenues from the specific location where the violation occurred, excluding manufacturing or wholesale activities.

• For breweries, distilleries, and wineries with retail operations, limits any suspension to either the retail sales room where violation occurred or retail activities only, protecting manufacturing and wholesale operations.

• For temporary sales rooms operating not more than three consecutive days, applies any suspension only to future temporary sales rooms and not to manufacturing or wholesale activities.

• Effective August 9, 2017, subject to referendum petition and approval by Colorado voters in November 2018 if challenged.
