Prohibits new applications to register land titles under Colorado's Torrens Title Registration System on or after January 1, 2018.

Requires county registrars to refuse conveyance instruments for Torrens registration between the bill's effective date and January 1, 2020, and instead record them under the standard county clerk system under Article 35.

Mandates registrars record all remaining registered land by January 1, 2020, by converting Torrens certificates of title to standard recorded documents without charging recording fees.

Requires registrars to mail notice to property owners at least 90 days before recording, informing them of the Torrens system repeal and their right to voluntarily withdraw before automatic conversion.

Preserves existing rights and protections for lands previously registered under Torrens, with recorded certificates establishing a new chain of title subject only to noted encumbrances and public highways/easements.
