Requires each qualifying retail utility in Colorado to submit a distribution resources plan to the Public Utilities Commission by June 1, 2018, with plans approved or modified by December 1, 2018

Distribution resources plans must include five-year strategies for grid upgrades and procurement of distributed energy resources (rooftop solar, energy storage, electric vehicles, and demand response programs)

Utilities must publish interconnection queue data and maintain publicly accessible distribution grid maps showing available hosting capacity at the line-segment level of detail

Plans must propose at least three pilot projects in distribution substation grid areas deployed by June 1, 2020, that support diversified grid architecture and achieve ratepayer savings

Utilities must develop a methodology to value costs and benefits of distributed energy resources, including generation capacity needs, infrastructure investments, reliability benefits, and societal impacts like emissions and employment
