Continues the Office of Boxing (renamed Office of Combative Sports) within the Division of Professions and Occupations, extending its repeal date from July 1, 2017 to September 1, 2026.

Expands the definition of "boxing" to include martial arts and clarifies regulatory terminology, renaming the "Colorado State Boxing Commission" to the "Colorado Combative Sports Commission."

Modifies commission membership terms from three years to four years and implements recommendations from the 2016 sunset review regarding participant health and safety procedures.

Adds procedures allowing the director to deny or suspend participant licenses for nondisciplinary reasons (recent knockout, injury, medical procedure, physician denial) and allows lifting suspensions upon demonstration of improved medical condition.

Appropriates $10,000 to the Division of Professions and Occupations for the 2017-18 fiscal year to implement the act.
