Changes the short title of Colorado's unsworn declarations statute from "Uniform Unsworn Foreign Declarations Act" to "Uniform Unsworn Declarations Act" to reflect broader applicability.

Expands the applicability of unsworn declarations to include declarants physically located within or outside the United States, removing the previous limitation to foreign locations only.

Allows unsworn declarations to have the same legal effect as sworn declarations in court proceedings when they meet the statutory requirements and are made under penalty of perjury.

Updates the required form for unsworn declarations to remove the mandatory statement that the declarant is located outside U.S. geographic boundaries, allowing declarations from anywhere.

Designates written statements meeting unsworn declaration requirements as equivalent to statements made under oath for criminal law purposes under Colorado Revised Statutes 18-8-501.
