Appropriates $1,404,724,871 to the Colorado Department of Transportation for fiscal year 2016-2017, amending the appropriations in HB 16-1405.

Administration receives $31,748,583 (183.5 FTE), funded primarily through the State Highway Fund and internal cash fund sources.

Construction, Maintenance, and Operations receives $1,236,114,586 (3,137.3 FTE), funded from State Highway Fund, various cash funds, and federal sources.

Appropriates $2,450,000 for three new programs: First Time Drunk Driving Offenders Account ($2,000,000), Marijuana Impaired Driving Program ($450,000), and Southwest Chief Rail Commission ($95,000).

Establishes supplemental funding for High-Performance Transportation Enterprise ($7,716,702) and Statewide Bridge Enterprise ($126,600,000), with the latter subject to board allocation.
