Eliminates the requirement that only law enforcement agencies take fingerprints for background checks, allowing any third party approved by the Colorado Bureau of Investigation to perform fingerprinting services.

Permits third-party vendors to electronically capture fingerprints using Colorado Bureau of Investigation-approved LiveScan equipment instead of requiring only traditional ink-based methods.

Requires third-party vendors to delete applicant information within 30 days unless the applicant requests retention.

Applies to multiple sectors including security guards, private investigators, school employees, charter school employees, emergency medical service providers, and child placement background checks.

Takes effect August 9, 2017, unless subject to a referendum petition, in which case it requires voter approval at the November 2018 general election.
