Amends the appropriation for the Department of Law's legal services to state agencies for fiscal year 2016-17 by modifying Part X (2) of HB 16-1405.

Increases personal services funding from $26,813,879 to $26,967,860 and increases FTE positions from 260.8 to 261.8.

Increases operating and litigation costs from $1,942,517 to $1,959,626.

Sets hourly billing rate caps for legal services at $98.26 per hour for attorneys and $77.06 per hour for legal assistants, equating to a blended rate of $95.05 per hour.

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
