Continues the Domestic Violence Offender Management Board in the Department of Public Safety, changing its repeal date from September 1, 2017 to September 1, 2022.

Modifies board membership requirements to clarify that five mental health professionals regulated under Article 43 of Title 12 shall be appointed by the executive director of the Department of Public Safety, with at least three members being licensed mental health professionals.

Changes the presiding officer selection process from appointment by the executive director to election by board members, and specifies that all board members serve without compensation.

Transfers responsibility for developing and maintaining the approved treatment provider list from the Department of Regulatory Agencies to the Domestic Violence Offender Management Board, while maintaining joint publication and distribution of the list.

Implements recommendations from the 2016 sunset review by clarifying the board's duties regarding treatment provider standards, application procedures, criminal background checks, and credentialing verification.
