Authorizes the executive director of the Department of Natural Resources to spend $3,850,000 from the Species Conservation Trust Fund in fiscal year 2017-18 for native species conservation programs.

Allocates funding as follows: $732,850 for native terrestrial wildlife conservation, $1,192,150 for native aquatic wildlife conservation, $875,000 for the Platte River recovery implementation program, $950,000 for the Upper Colorado River recovery program, and $100,000 for the Gunnison River basin selenium management plan.

Requires the species conservation eligibility list prepared by the Department of Natural Resources to be approved through passage of a bill before funds can be obligated.

Funds support conservation programs for native species listed as threatened or endangered under state or federal law, as well as candidate species or species likely to become candidate species.
