Requires manufacturers or distributors to reimburse motor vehicle dealers one percent per month of the wholesale value for used vehicles subject to stop-sale directives, beginning 90 days after the directive is issued.

Reimbursement applies only when the dealer holds an active sales, service, and parts agreement with the manufacturer or distributor, the vehicle is in dealer inventory when the directive is issued, and no repair remedy or parts are provided within 90 days.

Reimbursement continues until either the manufacturer or distributor provides a repair procedure and necessary parts, or the dealer transfers the vehicle, whichever occurs first.

Limits total compensation to the average wholesale value of the affected vehicle and permits manufacturers and dealers to agree to different reimbursement terms.

Applies only to used motor vehicles and does not affect manufacturers' ability to require that vehicles be free from open recalls or stop-sale directives to qualify as certified preowned vehicles.
