Relocates commercial driving school laws from Title 12, Article 15 of the Colorado Revised Statutes to Title 42, Article 2, Part 6 as part of organizational recodification.

Renames sections (42-2-601 through 42-2-604) while maintaining substantive content covering definitions, vehicle equipment requirements, departmental rulemaking authority, and penalties for violations.

Updates references in related statutes (10-4-632 and 24-35-101) to reflect new location of commercial driving school regulations.

Repeals Article 15 of Title 12 effective August 9, 2017, subject to a ninety-day period after final adjournment of the general assembly.

Requires voter approval if a referendum petition is filed within the ninety-day period; otherwise takes effect automatically as scheduled.
