• Relocates money transmitter licensing regulations from Title 12, Article 52 to Title 11, Article 110, with the licensing functions set to repeal on September 1, 2024

• Updates cross-references throughout Colorado statutes to reflect the new location of life care institution and money transmitter provisions

• Maintains all existing substantive requirements and regulatory authority for financial institutions, transferring oversight to the appropriate Colorado Revised Statutes title structure

• Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition requirements
