• Maintains all existing attorney licensing requirements, including Supreme Court licensing, criminal background checks, and prohibitions on discrimination based on protected characteristics.

• Preserves restrictions on who may practice law, including prohibitions on judges, sheriffs, court clerks, and other officials from practicing in their respective jurisdictions.

• Updates all cross-references throughout Colorado statutes to reflect the relocation of attorney regulations from Title 12 to Title 13.

• Takes effect 90 days after legislative adjournment, subject to voter approval if a referendum petition is filed within that period.
