Amends Colorado Revised Statutes 12-47-901 to prohibit employees under 21 years of age from selling malt, vinous, or spirituous liquors at taverns that do not regularly serve meals.

Extends the under-21 sales prohibition to lodging and entertainment facilities that do not regularly serve meals, retail liquor stores, and liquor-licensed drugstores.

Applies to all persons licensed to sell alcohol at retail under Article 47 or Article 46 of Title 12.

Includes a safety clause stating the act is necessary for the immediate preservation of public peace, health, and safety.
