Expands the controller's authority to allow state departments, institutions, and agencies to make nonmonetary adjustments to information technology capital projects when necessary for timely completion due to unforeseen circumstances during legislative recess, effective for fiscal years beginning July 1, 2015.

Establishes separate approval processes for IT capital project adjustments based on requesting entity: departments other than Law, Treasury, State, Judicial, or Legislative require approval from the Office of State Planning and Budgeting, Joint Technology Committee, and Joint Budget Committee by majority vote.

Requires the Department of Law, Department of Treasury, Department of State, Judicial Department, and Legislative Department to obtain approval from the Joint Technology Committee and Joint Budget Committee by majority vote for IT capital project adjustments, bypassing the planning and budgeting office approval step.

Mandates that all nonmonetary adjustment requests include information required by the Office of State Planning and Budgeting, Capital Development Committee, Joint Technology Committee, and Joint Budget Committee as applicable.

Takes effect August 9, 2017, or upon approval by voters at the November 2018 general election if a referendum petition is filed within 90 days of final adjournment.
