Transfers operation of the Motorcycle Operator Safety Training (MOST) program from the Director of the Office of Transportation Safety to the Chief of the State Patrol, effective January 1, 2018.

Changes program oversight from the Department of Transportation to the Department of Public Safety, with the Chief of the State Patrol assuming all rights, powers, duties, functions, and obligations previously held by the Director.

Extends the sunset date for the MOST program from September 1, 2017 to September 1, 2020 to allow continued operation under sunset law review procedures.

Maintains the motorcycle operator safety training fund and allows the Chief to accept gifts, donations, and grants for the program, with existing rules continuing until revised or amended.

Provides transitional provisions protecting existing lawsuits and actions from abating due to the transfer of duties and functions between agencies.
