Modernizes terminology throughout Colorado statutes by replacing "mental illness" with "mental health disorders" in all references to criminal and juvenile justice system provisions.

Renames the "Legislative Oversight Committee Concerning the Treatment of Persons with Mental Illness in the Criminal and Juvenile Justice Systems" to the "Legislative Oversight Committee Concerning the Treatment of Persons with Mental Health Disorders in the Criminal and Juvenile Justice Systems."

Renames the associated task force to the "Task Force Concerning Treatment of Persons with Mental Health Disorders in the Criminal and Juvenile Justice Systems" and updates all related statutory references.

Expands the definition of "co-occurring disorder" to explicitly include substance use disorders, behavioral health disorders, intellectual and developmental disabilities, fetal alcohol syndrome, and traumatic brain injury.

Requires task force appointments to include, to the extent practicable, persons with disabilities and ensures the committee reports to the general assembly continue indefinitely rather than expiring.
