Allows Title 10-regulated insurers and licensed salvage pools to access owner and lienholder information from the Department of Revenue's electronic systems for motor vehicles that are the subject of insurance claims or possessed by the salvage pool.

Requires the Department of Revenue to ensure accessed information is accurate and limited only to what is needed to verify and contact vehicle owners and lienholders.

Authorizes the Department of Revenue to charge insurers and salvage pools a fee not to exceed $5 or the direct and indirect costs of implementation, with fees deposited into the special purpose account created in Section 42-1-211.

Takes effect 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 9, 2017, if adjournment occurs May 10, 2017), unless subject to referendum petition approval by voters in November 2018.
