Requires that if hospital provider fee revenue is insufficient to fully fund all purposes in the 2017-18 state fiscal year, any funding reductions must be applied to hospital reimbursements rather than other programs.

Decreases the cash funds appropriation from the hospital provider fee to the Department of Health Care Policy and Financing by $264,100,000 for medical services premiums in the 2017-18 fiscal year.

Bases the $264,100,000 appropriation decrease on the assumption that anticipated federal funds for the department will decrease by the same amount.

The new hospital reimbursement prioritization provision expires effective July 1, 2019.
