Transportation legislation review committee must examine during 2017 interim the benefits, costs, practicality, and effects on motorists of replacing standard-issue license plates with newly designed plates.

Committee must specifically address highway safety improvements through enhanced law enforcement visibility, toll road fee collection efficiency, and potential revenue generation from preventing motor vehicle fraud and registration noncompliance.

Committee must evaluate effects on insurance compliance and rates, review recommendations from the American Association of Motor Vehicle Administrators, and assess impact on county clerks' license plate issuance responsibilities.

Committee must determine the best implementation approach, including the appropriate timing for plate replacement (upon vehicle registration or ownership change) and the timeline for completing statewide replacement.

Subsection (10) is repealed effective July 1, 2018.
