Prohibits "nuisance exhibition of motor vehicle exhaust," defined as knowingly releasing soot, smoke, or particulate emissions from a motor vehicle with a gross vehicle weight rating of 14,000 pounds or less in a manner that obstructs views or creates hazards to drivers, bicyclists, or pedestrians.

Violation of the nuisance exhibition prohibition is classified as a Class A traffic infraction with a $100 penalty and $10 surcharge, with no points assessed to driving records.

Exempts commercial vehicles, common carriers, motor carriers (passengers, towed vehicles, household goods), agricultural vehicles, and vehicles used for commercial activities from the prohibition.

Modifies penalties for violations of existing emission control tampering provisions under Section 42-4-314 to specify $35 penalty and $10 surcharge with no points assessed.

Applies to offenses committed on or after the effective date of the act, with the General Assembly declaring the law necessary for immediate preservation of public peace, health, and safety.
