Persons with disabilities who require special vehicles or qualify for disabled parking privileges under section 42-3-204 may apply for instruction permits under existing permit subsections.

The Department of Transportation must issue permits allowing disabled applicants to drive motor vehicles or motorcycles on Colorado highways in accordance with applicable requirements and any additional disability-related requirements the department deems reasonable.

Instruction permits for disabled persons expire three years after issuance.

The Department of Transportation must establish procedures to ensure confidential driving records are protected against inadvertent disclosure and not visible or accessible to the public.

The act takes effect August 9, 2017, or upon voter approval at the November 2018 general election if a referendum petition is filed within 90 days of final adjournment.
