Amends Colorado Revised Statutes Section 2-5-105.5 to update the paper specification standard for printing the Colorado Revised Statutes

Changes the referenced national standard from ANSI Z39.48 to ANSI/NISO Z39.48-1992 (R2009), which establishes alkaline reserve minimum requirements and acidity levels for uncoated paper

Applies to all contracts or contract extensions entered into on or after the effective date of this amendment (January 1, 2017)

Exempts existing contracts that were in effect as of January 1, 2017 from the new requirements

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety
