Commission may waive student fee policies and approve facility master plan exemptions for higher education institutions beginning July 1, 2017, with institutions notifying commission of approval.

State institutions no longer required to obtain commission approval for creating, modifying, or discontinuing academic or vocational programs if consistent with institutional role and mission.

Department must report annually to Joint Budget Committee and education committees by December 1 on master plan goals and each institution's progress toward meeting those goals, with information posted on department website.

Repeals Section 23-5-129 establishing performance contracts with public institutions and consolidates performance contracting authority under section 23-18-201 for private institutions participating in College Opportunity Fund.

Institutions must annually submit tuition and fee increase plans to commission for review and recommendations during budget process.
