CO SB300

Establishes the "Colorado High-risk Health Care Coverage Study Act" to authorize the Commissioner of Insurance to study methods of providing health care coverage to high-risk individuals and reducing premiums in the individual market.

Directs the Commissioner to explore the feasibility of reinsurance programs or other high-risk programs, considering federal requirements, financial impacts to consumers and businesses, potential funding mechanisms, and procedural requirements for seeking federal waivers or authorization.

Requires the Commissioner to engage with carriers, consumer groups, and other interested stakeholders in conducting the study.

Mandates submission of a study report to the Joint Budget Committee and relevant legislative committees by October 1, 2017, with presentation to Senate and House health committees before the 2018 regular session.

Article 22.5 is repealed effective June 30, 2018, making this a time-limited study and authorization.
