Amends Colorado Revised Statutes 39-1-102 to clarify that silviculture (tree farming) is included within the definition of agriculture for property tax exemption purposes.

Adds silvicultural personal property designed, adapted, and used for planting, growing, maintenance, or harvesting of trees in a raw or unprocessed state to the definition of agricultural equipment exempt from property tax.

Applies to tax years beginning on or after January 1, 2017.

Declares the act necessary for immediate preservation of public peace, health, and safety.
