Declares Colorado General Assembly support for the National Endowment for the Arts (NEA), National Endowment for the Humanities (NEH), and the Office of Museum Services within the Institute of Museum and Library Services

Encourages United States Congress to support these agencies in fiscal year 2018 federal budgeting

Urges federal government to invest in nonprofit arts organizations through local arts agencies to promote economic growth, job creation, business development, urban renewal, tourist attraction, and veteran treatment with creative arts therapies

Notes that in 2016, NEA funding to Colorado supported 237 creative nonprofits and businesses, with 44% of awards going to rural and small communities and 38% supplementing arts education in low-income areas

Directs copies of the joint memorial be sent to Colorado's Congressional delegation, Governor John Hickenlooper, and leaders of the three federal arts agencies
