Colorado General Assembly applies to Congress under Article V to call a convention limited to proposing a constitutional amendment setting term limits for U.S. House Representatives and U.S. Senators.

This application will be aggregated with similar applications from other states to reach the two-thirds threshold required by Article V to compel Congress to call the convention.

The application is designated as a continuing application that remains active until legislatures in at least two-thirds of states submit applications on the same subject.

The memorial references Colorado voters' 1990 approval of term limit measures (exceeding 70 percent) and the 1995 U.S. Supreme Court decision in U.S. Term Limits, Inc. v. Thornton, which prohibited individual states from establishing congressional term limits.

Copies of the joint memorial will be sent to the President, Congress leadership, Colorado's congressional delegation, and all state legislative officers requesting their cooperation.
