Plaque describes the attack by 675 Colorado US Volunteers on a Cheyenne and Arapaho village guaranteed safety by the US Army, resulting in 230 deaths (mostly women, children, and elderly) and 200 wounded

Recognizes the actions of Captains Silas S. Soule and Joseph A. Cramer, who ordered their companies not to fire, preventing the annihilation of the entire village of 750 people

Lists 18 chiefs killed in the massacre, including Chief Crow, White Antelope, and Little Robe, and notes the Sand Creek National Historic Site location in Kiowa County near Eads, Colorado

Directs copies of the resolution be transmitted to the Governor, State Capitol Building Advisory Committee, Capital Development Committee, One Earth Future Foundation, and Arsenault Family Foundation
