HB18-1003 Summary

• Creates an Opioid and Other Substance Use Disorders Study Committee consisting of 10 General Assembly members (5 senators, 5 representatives) with bipartisan appointment, repealing effective July 1, 2020.

• Committee shall study substance use disorder data and trends, prevention and treatment resources, medication-assisted treatment availability, best practices from other states and countries, and gaps in accessing services.

• Directs the Colorado Consortium for Prescription Drug Abuse Prevention at the University of Colorado to develop a strategic recovery plan and issue recommendations on recovery residences by January 1, 2020.

• Appropriates $2.489 million from the marijuana tax cash fund for fiscal year 2018-19, distributed to school-based health center grants ($775,000), substance abuse screening and treatment training ($925,000), and research into substance use disorder prevention ($750,000).

• Expands school-based health center grants and screening/brief intervention programs to include education, intervention, and prevention services for opioid, alcohol, marijuana, and other substance use disorders.
