Requires local education providers to annually notify all students and parents of concurrent enrollment opportunities in postsecondary courses, including academic and career/technical education courses, apprenticeships, and internships.

Mandates that notices include the local education provider's timelines for concurrent enrollment eligibility and a statement that students may reduce college expenses, increase completion likelihood, and earn marketable workforce skills through concurrent enrollment.

Requires written notice at least six weeks before the enrollment period begins, listing all postsecondary courses offered at the provider's facility and at higher education institutions, along with costs to students for each option.

Requires notices at enrollment time if a course does not meet section requirements, including information about alternative low or no-cost credit-bearing courses applicable to degree or certificate programs.

Effective August 8, 2018, unless a referendum petition is filed, in which case approval by voters in the November 2018 general election is required.
