Department of Human Services must collect and report annually (by July 1) recidivism data and educational outcomes for juveniles committed to its custody, tracking any adjudication or conviction within three years after parole discharge.

Recidivism reports must include demographic characteristics, types of criminal offenses (delineating between felonies and misdemeanors), and crimes classified under Section 24-4.1-302(1).

State auditor shall audit division of youth services recidivism and educational outcome reports by January 1, 2019, and January 1, 2024, examining accuracy and quality of preceding five-year reports.

Youth restraint and seclusion working group membership expanded to include the child protection ombudsman (or designee) and a parent of a formerly committed youth (appointed by state public defender).

Judicial department shall provide data to state auditor as permitted by law for audit purposes.
