Prohibits vision care plan carriers from requiring eye care providers to charge fees set or approved by the carrier, unless the services or materials are covered under the plan and coverage is more than nominal or de minimis.

Prohibits carriers from requiring covered persons to pay less than the usual and customary amount for noncovered services or materials, and prohibits mandatory participation in multiple vision plan networks as a condition of contract.

Requires carriers to communicate with eye care providers before changing contract terms.

Authorizes the insurance commissioner to institute corrective action plans or use enforcement powers if carriers violate these provisions.

Takes effect January 1, 2019, and applies to vision care plans issued or renewed on or after the effective date; defines covered services, covered materials, eye care providers, materials, and vision care plans.
