Establishes a 21-member task force in the Department of Local Affairs to study youth homelessness in Colorado and recommend solutions on shelter access, housing, coordination between agencies, and prevention strategies.

Defines "youth experiencing homelessness" as individuals ages 11-24 who lack fixed housing or reside in shelters or non-residential places.

Task force membership includes nine state agency directors/representatives and 10 appointed members including two youth with lived homelessness experience, facility representatives, and advocacy organization representatives.

Requires task force to convene by July 1, 2018, meet at least six times before June 30, 2020, and submit reports by August 1, 2019 and August 1, 2020 to the Department of Local Affairs and legislature.

Appropriates $13,894 from the general fund for fiscal year 2018-19 to the Department of Local Affairs (0.3 FTE) and transfers the Office of Homeless Youth Services from the Department of Human Services to the Department of Local Affairs.
