Creates new Title 44 of Colorado Revised Statutes titled "Activities Regulated by the Department of Revenue" to consolidate Department of Revenue regulatory laws previously scattered across multiple titles

Relocates the liquor enforcement division and state licensing authority cash fund from Title 24, Article 35, Part 4 to Title 44, Article 6, with no substantive changes to fund operations or requirements

Amends sections 12-46-105(2)(c) and 12-47-502(1)(c) to update references from the old statutory location (section 24-35-401) to the new location (section 44-6-101)

Implements recommendations from the 2016 Title 12 organizational recodification study to consolidate Department of Revenue-administered laws into a single title and facilitate reorganization of Title 12 for professions and occupations

Takes effect October 1, 2018, subject to voter approval if a referendum petition is filed within 90 days after final adjournment of the legislature
