Creates new Article 3.3 in Colorado law prohibiting employers from requiring employees to become or remain members of labor organizations or pay dues, fees, or assessments as a condition of employment.

Declares void any written or oral agreements between labor organizations and employers that violate employee rights under the new article, including agreements requiring payments to charities or third parties in lieu of labor organization dues.

Establishes criminal penalties of up to $1,000 fine and/or 90 days in county jail for violations, and allows injured employees to sue for injunctive relief, damages, costs, and attorney fees.

Designates the Attorney General and district attorneys to investigate alleged violations and prosecute violators, with exceptions for federal employers, Railway Labor Act-covered employers, and federal enclaves.

Modifies existing Colorado labor law to declare all-union agreements unfair labor practices, eliminating previous exceptions for building and construction industry all-union agreements and removing related employee voting procedures.
