Adds definitions for "EMS Agency Patient Care Database" (the Department of Public Health and Environment's database of required EMS records) and "Health Information Organization Network" (organizations overseeing exchange of health-related information per nationally recognized standards).

Requires the Department to make individualized patient information from its EMS Agency Patient Care Database available to Health Information Organization Networks for uses permitted under the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA).

Requires the Department to contract with Health Information Organization Networks regarding access to patient information and limiting use to HIPAA-permitted purposes.

Clarifies that continuing quality improvement system rules do not prohibit the Department from providing EMS patient care database information to Health Information Organization Networks in accordance with HIPAA requirements.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case approval by voters at the November 2018 general election is required before the law becomes effective.
