Creates the career and technical education capital grant program in the Department of Labor and Employment, administered by the state work force development council.

Awards grants to area technical colleges, school districts, and community colleges for purchasing or leasing equipment and for construction and maintenance of buildings used for career and technical education.

Prioritizes grant awards to applicants located in rural areas of the state and considers each applicant's demonstrated level of financial need.

The department may retain up to 3 percent of annual appropriations for direct administrative costs in assisting the state council to administer the program.

Requires the state council to annually publish a report identifying total appropriations, grant recipients, amounts awarded, and how grant funds were used, submitted to the Joint Budget Committee and education committees of both chambers.
