Changes regular special district elections from even-numbered years to odd-numbered years, held on the Tuesday succeeding the first Monday of May.

Reduces director terms to three years for those elected in the 2020 and 2022 regular special district elections to transition to the new odd-year schedule.

Establishes four years as the standard director term length after the transition period.

Most provisions take effect July 1, 2022; remaining provisions take effect upon passage subject to 90-day referendum petition period.

Amends definitions in Colorado Revised Statutes sections 1-1-104, 1-13.5-111, 32-1-103, and 32-12-103 to reflect the election schedule change.
